While the health care debate has delayed the expected September introduction of an immigration reform bill in Congress, the United States Citizenship and Immigration Service (USCIS) is planning for the implementation of a legalization program. According to the New York Times the USCIS is trying to prepare for what may be as many as nine million applications for legal status. That would be almost three times as many applications as were filed during the Reagan Amnesty of 1987. “We are under way to prepare for that,” Alejandro Mayorkas, the director of USCIS told the Times.
USCIS is exploring using a simple initial registration form for applicants, to be followed by a longer investigation of the applicant.
